We were all taught the see and avoid concept when we first learned to fly. The fact is that normal pilot workloads make it difficult if not impossible to keep vigilant all of the time. Over the years nearly every pilot has gotten uncomfortably close to another aircraft. Too often the combination of high pilot workload during the approach and departure phases and high traffic density near airports result in near misses or midair collisions. Over 95% of all mid-air incidents occurred in VFR conditions. In most cases, there was no ATC traffic advisory to either aircraft involved due to the nature of VFR flight. Had either aircraft been alerted of the presence of nearby traffic, the pilot would have been attentively looking out for it. Most incidents reported occurred in the General Aviation segment. Typical scenarios include: flight training in congested areas, traffic at busy uncontrolled fields, and popular scenic routes. Even worse the potential for extreme closing rates when flying enroute reduces your time to react to a potential collision to a few seconds. It is for these reasons that the need for continuous traffic awareness is more important than ever.

One of the most important advances in aviation safety has been the development of traffic avoidance systems. These systems vary widely in complexity and cost. We used terms like Traffic Information System (TIS), Traffic Advisory Systems (TAS), Traffic Alert and Collision Avoidance Systems (TCAS I & II), Airborne Collision Avoidance Systems (ACASII) and Automatic Dependent Surveillance-Broadcast (ADS-B). TIS Transponders like Garmin's GTX-330 and Bendix/King's KT-73 display traffic location and relative altitude, in Garmin's case, on their 400 & 500 series units and, in Bendix/King's case, their 250,550, 850 MFD's. These are Data Link (ATC) Systems and are considered Passive. TAS like L-3 Avionics Skywatch systems, Avidyne Safety Systems (Ryan) TAS, and Bendix/King's IHAS Series are active and use directional antennas and processors to detect surrounding aircraft transponders and calculate closure rates and provide Traffic Advisories (TA). TCAS I systems are actually TAS that have been certified (TSO'd) by the FAA to specific standards and have been required equipment on Air Transport aircraft carrying 10 to 30 seats, since 1995. On aircraft with more than 30 seats TCASII/ACAS II has been required since 1993. These systems, like TAS, use directional antennas and powerful processors that not only detect surrounding transponders, but the processors of TCAS II equipped aircraft actually communicate with each other and determine who should climb and who should descend, hence providing Resolution Advisories (RA). ADS-B is a radically new technology that uses GPS for precise positioning and combines that with aircraft speed, altitude, heading and flight number and broadcasts this information to other ADS-B equipped aircraft and to ADS-B ground and satellite transceivers which relay the aircraft's information to ATC, much like the ground based radar that ATC uses now but without radar;s limitations such as range, atmospheric conditions, target altitude, update intervals, and relying on mechanical rotating antennas.
